It is a wankel engine, a small one.

Intake and exhaust are on the right side of the picture, intake down from the top, exhaust down out the bottom.

There are two mounting locations on either side. On the left side, it looks like there is a spark plug in the end housing, and possibly water cooling ports in the rotor housing on the upper and lower left side, where the combustion end of the housing is.

The tubes holding it up from the bottom pedestal seem to be just that, a display stand.

The output eccentric shaft seems to be missing from the hole in the center. The rotor inside, if it is still in there, would turn counter clockwise in relation to the way we are viewing this image.

Mazda rotary engines are the same principle, but rotated 180 degrees, (intake and exhaust would be on the left side, and the rotor would spin clockwise, and the ports and such are a bit different in geometry on the outside of the engine.

Yeah, it looked right to me, too, but it can't be as old is as being claimed. Super-interesting, though, can't be many of these left. Wish it had a markers tag on it or something to research on.
